The Finance Department comprised of only two branches viz the Finance Branch and the Budget Branch in the Pre-independent period. However with the growth of the economy, adoption of planning as an instrument of development, efforts to raise the state government revenue and Dept. activities and taking up of innovative approach for the development and modernisation of state’s economy, the size and scope of works of the Finance Department has gradually expanded over the years. At present, the functions of Finance Department are performed through twelve branches headed by Additional Chief Secretary & assisted by Commissioner & Secretary/ Secretary/Additional Secretary/Joint Secretary/Director/Deputy Secretary. The names of the branches are Finance (Establishment A), Finance (Establishment B), Finance (Expenditure Control – I), (Expenditure Control–II), (Expenditure Control – III), Finance (Budget), Finance (Audit & Fund), Finance (Economic Affairs), Finance (Taxation), Finance (Pay Research Unit), Finance (Staff Inspection Unit) and Finance (Institutional Finance)
Role and Function of the Finance Department
The Role and function of Finance Department are laid down in Rule 33 of the Assam Rules of Executive Business,1968.The main functions of the department are preparation of budget and statement of estimated revenues and expenditure to be laid down before the State Legislature; framing of rules regulating the pay, leave of person in service of the state Government and rules regulating the number, grading or cadre emolument of posts; laying down of rules relating to advances made to the Government servants for purchase or construction of houses etc., examination of the proposals for increase or reduction of taxes, state borrowing and provision of Government Guarantees against loans raised by PSU's and other Co-operative entities, laying down of appropriate financial rules for guidance of other Co-operative entities, laying and other department that are responsible for maintenance of proper accounts and action to enforce accountability on such matters, preparation of estimates of receipts and disbursements and keeping watch on State Government fiscal balances, ways and means to operations etc.
