Background

The State Government during the past few years have made multiple attempts to create an Employee Database for effective Financial and Recruitment Planning process. However considering the scale and dynamic nature of the data, most of these attempts did not fully yield the desired results. An alternative approach was therefore initiated from June 2016, wherein the DDOs were provided with a facility to prepare the Salary Bills Electronically, which in turn result in auto creation and monthly updation of the Employee Database. It also helps in significant reduction of workload at the DDO level, ensuring validated information and standardization of the format for data submission.

The project was fairly well received with atleast one DDO at the Head Quarters level of nearly 80 Directorates using the software since July 2016. And many Directorates are now coming forward on their own to roll out the software across all DDOs under them, as it helps the Directorates also to have a clear idea on the number of employees, sanctioned posts and vacant posts.
 

Current Status

The project has already been fully rolled out to 30 Directorates having less than 5 DDOs since June 2016. Further, training has been provided to all DDOs of another 6 Directorates having 10 to 50 DDOs, and training is being scheduled for all DDOs of another 10 Directorates during October 2016. It is therefore feasible to fully roll out the project across all DDOSs (nearly 350), belonging to 46 Directorates by the end of October, 2016.

In addition nearly 50 more Directorates are using the software at the Head Quarters level, since July 2016. And training was provided to all DDOs who are having more than 1000 Employees. Of these 18 DDOs are in a position to implement the software during the current month itself.
